RULES
This is an RP server and not 100k or die, GTA Online or Owner Sandbox server. You need to be 18 or older to join this server as adult situations occur and children do not need to be exposed to that by us. This server is ran by the Management team made up of members of the community, and all are welcome here. Of course, as long as you abide by the rules and expectations described herein. Respect for everyone is expected including staff as they are here to help not hinder. At the end of the day we are all people trying to have a good time.
Role Playing
Players are expected to create unique characters with unique traits. These characters when they enter the city have no knowledge of worldly events.
All of your actions should have some meaning.
A Respectful Environment is important but trash-talking between civs, crims, factions and cops is expected within reason.
We have a 3 Strike Ban Policy and all bans can be appealed as we all make mistakes. If a ban is removed due to error the strike may be removed as well.
The 3 Strike Ban Policy is as follows:
1st Strike = 1 day ban
2nd Strike = 3 day ban
3rd Strike = Permanent/Perma ban
(Founders, Management and Angels Reserve the right to skip to Perma Ban based on the incident.)
The following are strictly prohibited and will result in steep punishment given proof has been provided:
OOC Aggressive or disrespectful behaviors and actions.
Targeting, bullying, or toxic behavior.
Comments that do not promote a positive inclusive environment involving racism, sexism, homophobia, politics, suicide or self harm.
Minimum Punishment: Admin discretion.
Meta Gaming
Meta gaming is defined as the use of information obtained outside of the cityfor use inside of the city.
Use of external communications like Discord / TeamSpeak must also be relayed in character for use in RP. I.e sharing information through a faction discord would not be seen as meta gaming as long as the information is shared in city.
No discussions outside of the city should affect your in-city actions.
Viewing of “screenshots” or “recordings” (other players) should not result in character action if not obtained in roleplay.
Using informationfrom other players live streams (including, but not limited to Twitch, Discord, Kick etc) while actively engaged in roleplay scenarios is prohibited.
OOC calls through external sources i.e. Discord or TeamSpeak is prohibited.
Out of Character
Players are never permitted to go Out of Character while in an active scene.
OOC discussions are ONLY permitted if all parties present agree.
General discussion is not permitted in /ooc.
Notifications affecting roleplay (character is invisible / car is bugged or glitched) must be shared through /me. If the issue persists a ticket must be opened.
Power Gaming
Power gaming is defined as using “game” mechanics/exploits to your benefit giving an unfair advantage or forcing players down a single path with no other options within roleplay.
Examples of this may be defined as…
Shooting through corners/walls.
Using emotes during a gun-fight.
Carrying through walls, doors or gates.
Forcing players to perma-death.
Dropping unconscious players off in a location not accessible to emergency services.
Roleplaying Death / Perma Death
Players may not "respawn" during an active roleplay scene. The only time respawn may be utilized is when there is no active roleplay with no police or EMS able to respond to your scene.
Players will never be forced to roleplay the death of their character by another character. This would be power-gaming.
Players who decide to perma-death their character will be expected to role-play the death using EMS if available.
It is the expectation that the player then delete this character once any funeral proceeding and/or Will procedure and create an entirely new persona. Failure to delete your character or creating a character with the same persona as the previous one will be dealt with by Staff for failure to roleplay.
Wills and transfer of assets must be carried out both in RolePlay and confirmed via Staff Ticket. These CANNOT be transferred between YOUR characters.
Items on your body at time of death may be given to a person you specify at the scene even if they are not present. (This does NOT include cash or bank.)
Combat Log / Purposeful Disconnect
When in an active scene, disconnecting to avoid punishment is against the rules.
Accidental crashes should be communicated via Discord if unable to log back in. This includes:
F8 quit
Alt-F4
Pulling the plug on your router or computer
Throwing your computer out of the window
Deleting System 32
Rejoining/Re-Injecting Roleplay Scenes (shootings)
Once you have cleared the scene you may no longer re-inject yourself into that RP scenario. Clearing the scene is defined as you leaving the area, “seeing the light” or being removed to receive medical treatment.
This includes:
Driving away or leaving the area of a scene.
Disconnecting and coming back with a different character
Constantly driving back and forth in front of a roleplay scene after abandoning the scene.

Deathmatching (RDM/VDM)
Shooting, injuring or killing another player without proper means of roleplay.
Utilization of guns (or other lethal mechanics such as vehicles) versus words with no proper initiation. Example : You suck! pew pew pew There should be some conversation as buildup prior to lethal interactions.
No recognizable reason to reference for your players actions.
Breaking Realism / Serious Roleplay
The following are strictly prohibited and may result in Staff involvement.
Vehicle Scenarios
Excessive use of jumps / ramps. (Keep it somewhat realistic)
Taking sedans or small vehicles through unrealistic terrains i.e up mountains etc, without valid reason. Only the use of SUVs/Trucks/Offroad equipped vehicles should operate in hills or mountainous terrain.
Ramming your vehicle into other players or vehicles with no intent of roleplay.
Player Scenarios
Failing to value your own life. You are expected to comply when facing force or violence. Also, if you are complying and in result get downed, that is against the rules.
Player Scenarios
Animals operating vehicles, utilizing weapons, or interacting with other characters in a sense that would not happen in real life.
Alien or other worldly creatures.

ALL EMERGENCY SERVICES ARE EXPECTED TO FOLLOW THEIR RESPECTIVE SOP's.
Emergency Service Personnel corruption must be approved via Staff ticket.
Emergency Service Personnel intending to “date” crims must be approved via Staff ticket.
Characters that are employed as Emergency Services i.e. Police, Fire, Ems, Judicial are not allowed to do the following:
Participate in illegal activities. (unless approved via Staff ticket.)
Use information obtained by any of your other characters.
Ignore their duties based on any bias, i.e. “oh that guy was rude last time so I'm not gonna revive him”, or “I don't feel like driving that far”.
Ignore the Value of Life rule i.e. if an officer is being held at gun point DO NOT open fire.
Characters that are Criminals are not allowed to do the following:
Target cops without reason i.e. if you and the cop have an established history then it’s allowed within roleplay.
Pocket-wipe during a robbery or after they have been downed (can take up to 3 items, body-cam and ID’s/badges do NOT count towards this.)
Ignore the Value of LIfe rule i.e. you are outnumbered by armed characters and still pull your gun out.
Scenario Expectations
Stay in character at all times.
Voice recognition is not enough to identify a masked individual.
Hair recognition is not enough to identify a masked individual.
Follow the expected flow for jobs i.e.:
ALL CHARACTERS:
Give EMS time to respond before “seeing the light”.
CRIMINALS:
Wait 10 minutes after initiating the job before leaving the scene to give Police time to respond.
You are allowed 1 vehicle (exceptions below) and 1 “outside help vehicle” per heist/job.
No VDM on police to escape.
No unrealistic vehicle contact i.e. full speed ramming during a chase.
Wait 15 minutes after losing police before changing clothes or storing the vehicle(s) used.
If downed or jailed unfairly in your opinion, play out the scenario then open a ticket to be reviewed by Staff.
Give what you get, but always start of respectful, we are here for everyone to have fun.
Follow all other rules of the server.
COPS:
Respond to the crimes based on severity not location. (bank jobs/heists > explosions/weapon discharge > carjackings > fights > traffic stops.)
Follow server rules and SOP procedures at all times.
Stick to city Laws i.e. speed limits, you cannot uphold the Law if you are breaking them! (Obviously, this does not count if you are responding to a call.)
Give what you get, but always start of respectful, we are here for everyone to have fun.
HEIST/JOB NUMBERS:
Big Bank (Pacific Bank) - Cops 8, Crims 8 people, 2 vehicles +1 “outside help” vehicle
Bobcat and Warehouse – Cops 6, Crims 6 people, 2 vehicles +1 “outside help” vehicle
Paleto Bank/Bank Truck – Cops 5, Crims 5 people, 1 vehicle +1 “outside help” vehicle
Fleeca/Yacht - Cops 4, Crims 4 people, 1 vehicle +1 “outside help” vehicle
Jewlery Store - Cops 4, Crims 4 people, 1 vehicle +1 “outside help” vehicle
Store Robbery – Cops 3, Crims 3 people, 1 vehicle
House Robbery – Cops 2, Crims 2 people, 1 vehicle
(Outside help STILL counts towards Crim numbers.)
Hostages may NOT be used for Bobcat or Warehouse as these are initially Shoot on Sight, though radio channels 12 and 13 are reserved for negotiations.
Hostages CAN be used for Yacht BUT 1 crim and the hostage MUST be on the beach. If no hostage is used radio channel 14 is reserved for negotiations.
You have to wait 30 minutes before initiating another heist.
Players can ONLY rob 2 banks pr storm. This means you are not allowed to participate in any more banks if you have been involved in 2 in between the storms.
GREENZONES:
All medical service areas
Alta apartments and Car park
Inside Player owned business’
Diamond Casino and immediate outside area (car park NOT included)
All Law Enforcement areas
Inside the Court Grounds (fenced off area)
Inside Clothing, barber and tattoo stores
Miscellaneous Rules and Reiterations
Characters must have semi-realistic names. No offensive slurs and no political names.
No intentional cop-baiting or forcing cop interactions.
No stealing of emergency service vehicles without valid rp reasons. {Police vehicles only}
No targeted robbing or kidnapping of Emergency Services Personnel. These individuals may be held up (with VALID RP reasons) and robbed of only the following: handcuffs, first aid, body armor and bullets. NO weapons, including tazers should be taken.
Only 3 items can be taken per held up/downed individual, i.e 2 crims CANNOT take 3 items each.
No forced torture roleplay.
No suicide roleplay unless approved via Staff ticket.
No forced sexual scenarios.
No rape scenarios.
No Robbing players at a bank/ATM and forcing them to turn over all/any of their money.
No Killing players who have complied with your demands.
Speed limits are 55 in city and 80 outside city limits. (breaking this allows Law Enforcement to intercept.)
Don’t just go around robbing players. This is unfun and makes you a punk. Don't be a fun sponge.
Camping at locations with the intent to rob anyone who shows up will not be allowed.
Player reports should occur out of game via Discord ticket. This is outlined below.
Emergency services can NOT take any other job oficially. HOWEVER, you can freelance as a stripper for events, trucking and so on as long as it is a LEGAL thing. Illegal jobs will NOT be accepted by any city employees!
Reporting Players
Player reports should only occur OOC/OUT OF CITY via Staff ticket. This is to ensure that situations are able to be looked over and analyzed effectively by our Staff team.
The following reports should occur in game through use of /report…
Blatant RDM / VDM
Blatant OOC that is disrupting players' experience
Hacking
Reports of scuffed or broken player mechanics
THESE REPORTS SHOULD NOT OCCUR IN /OOC CHAT.
Other infractions such as (but not limited to) “breaking realism” or “metagaming” should be reported via Staffticket onDiscord - regardless of rank of those being reported. These reports should, when possible, include screenshots or video to provide full context to our staff team for review. These infractions should not cause you to break character - you MUST continue with the roleplay until the scene is finished, as our server is entirely an in-character environment. A solution to this would be to remove yourself from the active scenario and file a report accordingly. We do not expect anyone to endure racism, hate, or discrimination for the sole purpose of roleplay. Any false reports mayresult in disciplinary action.
Streaming Expectations
We encourage our community to share and highlight their time in Dragonfire but with the following kept in mind by all:
Metagaming is a term used in role-playing games, which describes a player's use of real-life knowledge concerning the state of the game to determine their character's actions, when said character has no relevant knowledge or awareness under the circumstances. This can refer to plot information in the game such as secrets, locations or events occurring away from the character, as well as facets of the game's mechanics such as abstract statistics or the precise limits of abilities. Metagaming is an example of "breaking character", as the character is making decisions based on information they couldn't/shouldn’t know and thus would not make it reality.
Metagaming is considered unsporting or cheating in an online community and is generally poorly received as it subverts the emphasis of accurate character depiction based on in-game experiences and back-story that defines role-playing games. Outside of role-playing, metagaming simply refers to players using knowledge or understanding of external factors to gain an advantage.
AS A VIEWER...
You can't use anything you observe on the stream to benefit your character.
You can't make clips or videos that will be used in character.
You can't provide the streamer with knowledge their character does not know through use of the streamers chat.
You cannot comb through streamers videos or vods looking for every single rule break or infraction to report them on.
AS A STREAMER...
You can't request in character information from your chat to develop in character actions.
Police who engage in dangerous behavior will be requested to have their bodycam footage pulled only if present parties, in character, file a complaint or request to have said footage pulled.
You must follow server rules and regulations.
Players who want to use their footage in game may give a person or persons access to their V.O.D (Video on demand) as evidence, however the streamer must give the clip themselves, Staff/In City Lawyers will not be expected to retrieve that for them.
Management Authority Disclaimer
At any time, Event Coordinatorsmay have the authority to override rules outlined above, within reason, in the efforts to facilitateRP scenarios orspecial events in the city. These events will be notified to theStaff team prior to them occurring to ensure that all is monitored with the community in mind. All Community Memberswill have the right to opt out of any events.
Management holds the right to modify the server rules, though a Community Meeting will be announced prior to any additions or edits. Founders have final say when it comes to ban contests. Management have final say on player reports or any general conflict.
Factions
Section 01: General Faction

You will be able to start with 2 people in your faction
Unorganized to Organized factions:
Organized factions are a group with up to 20 members and
must create a “lore/background” that represents your factions ideals andgoals
Organized factions must:
Pay a fee of $250,000.00 (In city currency)
You can not have past strikes if you want to becomeorganized
Scene Numbers: Up to 8 people from each group can shoot in a scene (though numbers from each faction must be even. i.e. a 3 man faction is fighting an 8 man faction, scenes must be 3v3)
Hotspot locations i.e. Drug/Bench or Ped locations, CANNOT be controlled or owned even if it is within your Territory.
Section 02: Faction Interactions
Civilian vs Faction Interactions:
Civilians cannot be robbed by factions unless:
They are in Faction Territory excluding Hotspots mentioned above
They deliberately provoke a faction
Drive-By Interactions:
Factions can do drive-bys inside enemy territories but must:
Circle the block at least 1 time before beginning the interaction
Have a valid RP reason to do so
Have a 30 minutes cool-down
War Rules/Information:
An IC “sit-down” must happen
Before starting a war you must create a staff ticket and get it approved.
Both leaders of opposing factions will be added to the ticket.
Both factions must wear their identifiers at ALL times.
We do not allow "endless wars" or wars that continue until someone gives up. There needs to be an end to the conflict, you should always be trying to give the other side a way out.
Wars cannot last more than 3 days.
After war both factions are placed on cooldown for 2 weeks.
If the war is getting too toxic it will be ended by staff, with no winner, and both parties will be placed on a 1 month cooldown.
Civilian/non-participating business’ are neutral grounds.
Greenzones are still Greenzones.
Wars may only be approved after giving the following information but is not limited to:
Reason of war
All factions involved in the war
Location of war
Complete roster of participating faction members
Agreement from both parties of how the war can end

Placable drug benches are NOT aloud to be used in houses/compounds/apartments they have to be used out in the open if you are found to be using them in a building you will loose the bench and appropriate actions will be taken.
